The pending application for expansion of the landfill filed at the Texas Commission on Environmental Quality contains no provisions for recycling, composting, or diversion of solid waste from the landfill.  In light of the virtue, popularity and benefits of these applications, why has the county not included them in the permit?  Why doesn't the county amend the permit to include these important provisions?
